How to change the default soundcard
Add (example for a situation we encountered)
options snd_hda_intel index=0 options snd_ens1371 index=1
to /etc/modprobe.d/alsa-base.conf
In Jessie: Add the lines above in /etc/modprobe.d/alsa-base.conf.dpkg-bak and rename it to /etc/modprobe.d/alsa-base.conf . Not tested yet

Individual programs
mplayer
Change the first zero of ( hw=card.device )
hw=0.0
into an other number in order to get your souncard to play the stream or audio file
mplayer -ao alsa:device=hw=1.0 URLtoStream
mpg123

You can set the default sound card in the settings vlc also has a commandline option
cvlc
